commit 74f0d3378ae6abd20f86d997f184944931de5df2
Author: Jarek Potiuk <ja...@potiuk.com>

feat(setup): install the picked plugins, name the three scopes, and recommend a baseline (#1209)

    * feat(setup): install the picked plugins instead of dictating commands

Step M4 of the marketplace install printed a block of `/plugin …`
lines and asked the user to type them, on the premise that "no tool
can invoke it". That is true of the slash command and false of the
    CLI beside it: `claude plugin`, `codex plugin` and `gemini
extensions` are ordinary binaries, and every skill's adoption-floor
pre-flight already calls them to bring a machine up to a project's
floor. The install step now calls them too.

Four conditions gate running rather than printing, each reported
with its reason rather than silently swallowed:

    - the source is not `apache/magpie` — the same boundary the lock's
`url` draws, and the reason the third-party companion packages
      further down the skill stay printed;
    - the harness has no install CLI;
    - the plugin store is not writable — a sandboxed agent is the
common case, and Claude Code's own default sandbox denies
`~/.claude/plugins/`, so this degrades to printing rather than
      reporting a broken install;
    - an install stops for a marketplace-declared command. `--yes` is
never passed: the flag exists to accept such a command sight
unseen, and Magpie's catalogue declares none, so an install that
demands it is not the catalogue the step assumed.

Installs go in at `--scope user`, because a marketplace install is
    a per-machine act; `--scope project` writes a file every
contributor gets, which is adoption and a maintainer's decision.

Adds a `step-m4-install-gates` eval suite covering the happy path
and all four gates, and records the decision in the merged design.

    * feat(setup): name Claude Code's three install scopes; project scope is adoption

    Step M4 quietly passed `--scope user` with a one-paragraph aside. It
now names all three scopes and what each one means for who gets the
    plugins:

    - `user` (default) — `~/.claude/`, you, every repository on this
      machine, nothing written to the repo;
    - `local` — `.claude/settings.local.json`, gitignored, you, this
      repository only;
    - `project` — `.claude/settings.json`, committed, everyone who
      clones.

`--scope project` is adoption in everything but name: it is the same
committed file `/magpie-setup adopt` writes. So the install step never
passes it, and a user asking for the whole project to get Magpie is
handed off to `adopt` — which runs those commands at `--scope project`
itself, and writes the version floor beside the plugin list that the
    flag alone would leave missing.

adopt.md Step 3 now says so from the other side: on Claude Code the
derived wiring is what `claude plugin … --scope project` produces, so
let the client write its own file and read the result against the merge
rules before staging, rather than hand-editing the JSON.

Two more eval cases: "only this repo" (`--scope local`) and "the whole
project" (hand off, do not set the flag).

    * docs(setup): make the baseline three the default, and show both ways to invoke

Two changes to the installation guides.

**A recommended baseline, not one required plugin.** Every install page
said "take `magpie-setup`, then pick families." It now recommends three:

    - `magpie-setup` — install it first; nothing else installs, upgrades,
      configures or adopts without it, and it carries the isolation skills;
    - `magpie-agent-guard` — the deterministic pre-execution guard;
    - `magpie-utilities` — `list-skills` and the small tools.

That is exactly the floor a project commits when it adopts, which is the
argument for it: a set worth recommending to every contributor is a set
worth having yourself, and one recommendation is easier to hold than two.
Step M3 pre-ticks all three and says why each is ticked; `magpie-setup`
is unremovable (it is the skill doing the installing), the other two can
be un-ticked with what is given up said once. An explicit
`skill-families:` list stays verbatim and gains only `magpie-setup`.

Agent isolation joins the baseline as a run rather than a plugin: quick
start Step 3 is now "part of the default setup, not a later hardening
pass", and Step M5 says the install is not finished until it has been
    offered.

**Both invocation forms, everywhere.** Skills are model-invoked, so the
slash command is a shortcut and the plain-language sentence is the
general case — and the harnesses without slash commands have only the
sentence. Every step now shows both. The one exception, stated as such:
the first install must be a client command, because nothing is installed
    yet to hear the request.

The three install animations are regenerated: the wizard now shows four
plugins going in at user scope rather than a "Run these:" block, which
is what the step actually does since it started running the CLI.

    Adds a `step-m3-baseline-pick` eval suite (pre-tick, un-tick, explicit
list) and records both decisions in the merged design.

is what lets a Codex or Gemini adopter have a meaningful adoption record at
    all.

+ On Claude Code that file is also the store behind `--scope project`, which
+ settles who writes it: the install step names all three scopes rather than
+ defaulting past them — `user` (this machine, every repo), `local`
+ (`.claude/settings.local.json`, this repo, gitignored) and `project` (this
+ file, committed, everyone) — installs at `user` or `local`, and **never
+ passes `project`**. A request for the whole project to get Magpie is a
+ request to adopt, and hands off to `adopt`, which runs those same commands
+ at `--scope project` and writes the floor the flag alone would leave
+ missing. Adoption is a maintainer's act with a record, not a flag on one
+ person's install.
+
 5. **Adopting is optional and never a prerequisite.** Plugins work in a
repository with or without the committed record. A maintainer who declines
has a supported end state, not a partial install, and setup must not
    describe the result as incomplete.

-6. **The pre-flight installs, then reports, on Claude Code; elsewhere it prints
- the command.** `claude plugin list --json`, `claude plugin install` and
- `claude plugin update` are CLI commands the agent can run. Where no such CLI
- exists the same check runs and the same message prints, minus the action.
-
-7. **Auto-install is restricted to the framework's own marketplace.** The
- pre-flight acts without asking *only* when the lock's `url` is
- `apache/magpie`. Any other value is reported and requires explicit
- confirmation — see [Risks](#risks).
+6. **The agent runs the install; it does not dictate commands to type.**
+ `claude plugin list --json`, `claude plugin install`, `claude plugin update`
+ and `claude plugin marketplace add` are CLI commands the agent can run —
+ the `/plugin …` slash form is not, and conflating the two is what kept the
+ install a transcription exercise for the user. Both surfaces that install
+ use the CLI: the pre-flight bringing a machine up to a project's floor, and
+ the install skill installing the families the user just picked. Where no
+ such CLI exists the same decision is made and the same commands print,
+ minus the action.
+
+ Three other conditions send it back to printing, and each is reported with
+ the reason rather than silently swallowed: a **plugin store the process
+ cannot write to** — a sandboxed agent is the common case, and Claude Code's
+ own default sandbox denies `~/.claude/plugins/` — a **marketplace other
+ than `apache/magpie`** (decision 7), and an **install that stops for a
+ marketplace-declared command**. That last one is why `--yes` is never
+ passed: the flag exists to accept such a command sight unseen, Magpie's
+ catalogue declares none, so an install that demands the flag is not the
+ catalogue this step assumed it was talking to.
+
+7. **Auto-install is restricted to the framework's own marketplace.** Both
+ surfaces act without asking *only* when the source is `apache/magpie` —
+ the lock's `url` for the pre-flight, the `from:` argument for the install
+ skill. Any other value is reported and requires explicit confirmation — see
+ [Risks](#risks). The third-party companion packages the install offers sit
+ on the far side of the same line: their commands are always printed, never
+ run.

 8. **The install is a prerequisite with one page**, not a step repeated in
    every flow that assumes it.

+ Every step that page documents carries **both** forms: the slash command and
+ the plain-language sentence. Skills are model-invoked, so the sentence is the
+ general case and the slash command the shortcut — and harnesses without slash
+ commands have only the sentence. The one exception is the first install
+ itself, which must be a client command because nothing is installed yet to
+ hear the request; every later install can be asked for in words, now that the
+ install step runs the CLI (decision 6).
+
 9. **Configuration has a gitignored home and a committed one, and the same

first: `.apache-magpie-local/` then `.apache-magpie-overrides/`. One rule

+## Start with the baseline
+
+Three plugins are the **strongly recommended** starting set. Take all three,
+then add families against a problem you have today:
+
+| Plugin | Why it is in the baseline |
+|---|---|
+| `magpie-setup` | **Install this one first — nothing else works without it.** It is what installs, upgrades, configures and adopts everything else, and it carries the secure-isolation skills that sandbox your agent. |
+| `magpie-agent-guard` | The deterministic pre-execution guard: a hook that inspects each shell command *before* it runs and denies the dangerous shapes outright. It is not a family and has no skills of its own — it is a safety net under whatever else you install. |
+| `magpie-utilities` | `list-skills`, so you can see what is actually installed, plus skill authoring and a path to report framework bugs upstream. Small, and the thing you reach for when something is not behaving. |
+
+This is not an arbitrary recommendation: it is exactly the set a project
+commits as its **floor** when it adopts Magpie
+([Installation or Adoption?](two-ways.md)). What a project recommends to
+everyone who clones it is what you should have yourself.
+
+Isolation belongs here too. It is not a plugin but a run —
+[Step 3 of the quick start](../quick-start.md#step-3--lock-the-agent-down)
+— and it ships inside `magpie-setup`.
+
+## The ten families
+
Skills ship in ten **families**. Install the ones that match a problem you have
today — you are not meant to take all of them.

 | Plugin | Skills | The problem it solves | What it offers |
 |---|---|---|---|
-| `magpie-setup` | 9 | Your agent can read every credential on your machine, and you have no way to tell whether it is sandboxed right now. | A filesystem sandbox, a clean-env wrapper, a status line that shows sandbox state, and a red banner before any bypass. Plus install, upgrade, and drift checks. **Take this one.** |

Plus install, upgrade, and drift checks. **You must install this one first** — it is what installs everything else. |
 | `magpie-security` | 15 | Security reports arrive by mail and must be triaged, fixed, and disclosed on a clock — with nothing leaking early. | A 16-step lifecycle: intake from the mailbox, validity triage, canned responses, fix drafting, CVE allocation, advisory and publication. Drafts land in Gmail; nothing is ever sent for you. |
 | `magpie-release-management` | 10 | An ASF release is a long checklist where one missed step invalidates the vote. | RC cut, RC verification (signatures, hashes, LICENSE/NOTICE, no stray binaries), the `[VOTE]` thread, the tally, promotion, `[ANNOUNCE]`, archive sweep, audit log. The agent never holds your signing key and never publishes. |
 | `magpie-pr-management` | 8 | The PR queue grows faster than you can read it, and the oldest ones quietly rot. | Queue triage into ready / needs-review / waiting-on-author, deep code review with blocking vs non-blocking findings, reviewer routing, express-lane merge, stale sweep, and queue statistics. |
 | `magpie-issue` | 8 | A backlog full of duplicates, unreproducible reports, and issues nobody has read in a year. | Triage with proposed labels, duplicate clustering, reproduction attempts across versions, fix drafting, reassessment of old issues, stale sweep, and backlog stats. |
 | `magpie-repo-health` | 7 | Slow rot you only notice when it breaks: vulnerable deps, unpinned actions, licence drift, flaky tests. | Read-only audits for dependency CVEs, dependency licences, LICENSE/NOTICE compliance, Actions workflow security, obsolete runner labels, and flaky-test patterns — plus a skill that fixes what they find. |
 | `magpie-contributor-growth` | 6 | Contributors who have earned committership go unnoticed because nobody is tracking the signal. | Activity sweeps against a review threshold, readiness tracking, sentiment signals, nomination briefs for the PMC, and committer / post-vote onboarding checklists. |
-| `magpie-utilities` | 5 | You want to write your own skills, or find out what is actually installed. | Skill authoring and restructuring, a state reconciler, a live index of installed skills, and a path to report framework bugs upstream. |

 | `magpie-mentoring` | 4 | Newcomers open one PR, hit a wall of unwritten conventions, and never come back. | First-contact welcome comments, plain-language explanations of an issue for someone new, good-first-issue authoring, and a sweep that keeps that backlog honest. |
 | `magpie-pairing` | 2 | You want the obvious problems found before a reviewer spends their time on them. | A structured self-review of your own diff, and a multi-agent adversarial review that verifies its findings before reporting them. |

+skip the prompt — with `magpie-setup` added if it is absent,
+because the list names families to install and this skill is
+what installs them. Do not add the other two baseline plugins to
+an explicit list; naming families is a choice, and quietly
+enlarging it is not. Say in one line that the baseline exists
+and what is missing from it.
+
+### Step M4 — Install what the user picked
+
+**Run the installs. Do not hand the user a list to type.** The
+`/plugin …` form is a client command typed into a session and no
+tool can invoke it — but every marketplace harness ships a *CLI*
+beside it (`claude plugin`, `codex plugin`, `gemini extensions`),
+and those are ordinary binaries. Every skill's adoption-floor
+pre-flight already calls them to bring a machine up to a
+project's floor ([`locks.md`](locks.md)); this step calls them
+for the same reason, at the same boundary.
+
+Four conditions gate running rather than printing. Take them in
+order; the first that fails turns the rest of the step into a
+printed block.
+
+1. **The marketplace is `apache/magpie`.** Same boundary the
+ lock's `url` draws
+ ([`locks.md`](locks.md#url-is-a-security-boundary)): Magpie
+ installs Magpie unasked and installs nothing else unasked. A
+ `from:<owner>/<repo>` naming anything else is printed, never
+ run — as are the third-party companion packages further down,
+ under that same rule.
+2. **The CLI is there.** The binary is absent, or
+ `claude plugin --help` (or the harness's equivalent) exits
+ non-zero → print.
+3. **The plugin store is writable.** Do not probe for it — run
+ the marketplace add and read the failure. `EPERM` /
+ `operation not permitted` on a path under the agent's own
+ config directory means a sandbox denies the plugin store.
+ That is common, and it is not a fault in the install: stop
+ running, print the remaining commands, and give the reason in
+ one line — the commands are right, this session cannot write
+ there.
+4. **Nothing asks for `-y`.** `--yes` accepts a
+ *marketplace-declared command* — a plugin that installs by
+ running something the catalogue supplies — without showing it
+ first. Magpie's catalogue declares none, so its installs never
+ need the flag. **Never pass it.** If an install stops for that
+ confirmation anyway, the catalogue is not the one this step
+ assumed: stop, show the command it wants to run, and let the
+ user decide.
+
+Claude Code — the marketplace once, then one install per family
+the user picked, `magpie-setup` among them:

-### Step M4 — Emit the commands
-
-**The user runs these, not the agent.** A `/plugin …` command is
-a client command typed in the session — no tool can invoke it —
-so print the exact block and let the user fire it. Shell-based
-clients (Codex, Gemini) *can* be run for the user, with
-confirmation, but printing them is equally fine.
+```bash
+claude plugin marketplace add apache/magpie
+claude plugin install magpie-setup@apache-magpie --scope user
+claude plugin install magpie-<family>@apache-magpie --scope user
+```

-Claude Code, one line per family the user picked:
+**Claude Code has three scopes; say which one and why rather
+than defaulting past it.** `--scope` decides who gets the
+plugins, not which plugins arrive:

-```text
-/plugin marketplace add apache/magpie
-/plugin install magpie-setup@apache-magpie
-/plugin install magpie-<family>@apache-magpie
-```
+| `--scope` | Recorded in | Who gets it |
+|---|---|---|
+| `user` (default here) | `~/.claude/` | you, in every repository on this machine |
+| `local` | `.claude/settings.local.json`, gitignored | you, in this repository only |
+| `project` | `.claude/settings.json`, committed | everyone who clones this repository |
+
+`user` is the default because installing for yourself is what
+almost everyone running this step means, and it writes nothing
+to the repository at all. Offer `local` to someone who wants
+Magpie in *this* repo and not in the others they work on — it is
+still their own machine only, and still gitignored.
+
+**`--scope project` is adoption, so do not pass it here.** A
+committed file recommending these plugins to every contributor
+is the thing [`/magpie-setup adopt`](adopt.md) exists to write,
+and adopt writes more than the plugin list: a version floor
+beside it, staged rather than committed, so the recommendation
+lands through the project's normal review. A user who asks for
+the whole project to get Magpie is asking to adopt — say so, and
+hand off to that command instead of setting the flag.

+`action` is `install` when the step runs the installs itself, `print` when it
+hands the commands to the user instead, and `hand-off` when what was asked for
+is not this step's to do at all.
+
+`scope` is the `--scope` value the step installs or shows at, and `null` when
+the harness has no scopes or the step installs nothing. `user` is the default:
+per-machine, writing nothing to the repository. `local` is this repository
+only, gitignored. `project` is the committed file every contributor gets — the
+step never passes it, because that is adoption.
+
+`commands_run` lists the commands the step executes, in order, and is empty

+

+accepts a marketplace-declared command sight unseen, so it is never used.
+
+`blocked_by` names the gate that sent the step to printing, or is `null` when
+none did: `marketplace` (the source is not `apache/magpie`), `no-cli` (the
