Yes. We need to update them all.
I think the new version is just not tested.
In my downstream, we are using CentOS and I tried migrating to Ansible-4.1.0 once but it didn't work for some reason.
I didn't look into it deeply because of limited time but I believe upgrading to a new version is the right way to pursue.
