   @iilyak -1, I'd rather see this land in https://github.com/apache/couchdb-ci, where we already have scripts to install dependencies, and reference this in `README-DEV.rst`.
   
   Just port this over to the framework (there it's amazingly simple!) into a new binary like `bin/install-elixir.sh`. This will help us get a leg up on the CI process as well, and won't pollute our main repo with helper stuff (a decision we took a while back to get as much of that out of the main couchdb repo as possible).
