This policy is not required. In [this conversation|http://mail-archives.apache.org/mod_mbox/calcite-dev/201512.mbox/%3CC75EC28B-13BF-44CB-8730-E3E1E359386D@apache.org%3E], there was a suggested workaround, which is being used in Drill by re-defining the function and overriding its return type inference policy (see [TypeInferenceUtils.DrillAvgAggSqlReturnTypeInference|https://github.com/apache/drill/blob/master/exec/java-exec/src/main/java/org/apache/drill/exec/planner/sql/TypeInferenceUtils.java#L616]).
