Apache logs 'Error' instead of 'Information' to windows event log

The following error message is reported in 
Viewed from 'Computer Management'->'System tools'->'Event
Viewer'->'Application'.  The apache notice is reporting that it has disabled use
of winsock2 api (probably because I have VPN software installed).  This probably
should have an Event Type of 'Information' instead of 'Error'.  (?)
