[docs] Add admin workflow for recovering from disk failure
I didn't document how to rebalance tablets onto the repaire tserver if
necessary, since the process is complicated and error prone, and we hope
to have a rebalancing tool in the future. These docs will quickly become
outdated when KUDU-616 is fixed, but I think it's worth it to document
since we frequently receive questions on the topic.

[docs] Add admin workflow for recovering from disk failure
I didn't document how to rebalance tablets onto the repaired tserver if
necessary, since the process is complicated and error prone, and we hope
to have a rebalancing tool in the future. These docs will quickly become
outdated when KUDU-616 is fixed, but I think it's worth it to document
since we frequently receive questions on the topic.

Since replacing failed disk would usually require restarting the machine (if not hot-pluggable), would it make sense to add a note to disable the kudu-tserver when working on bringing on the new device and clearing the directory structure?
Something like
chkconfig kudu-tserver off
for the case of RPM-based Linux distro.

In my testing, the tablet server will happily recreate the WAL and data directories as needed.
