   ### What changes were proposed in this pull request?
   move `libfontconfig1-dev libharfbuzz-dev libfribidi-dev libfreetype6-dev libpng-dev libtiff5-dev libjpeg-dev` from Install dependencies for documentation generation to Install R linter dependencies and SparkR
   
   Update: add `apt update` before installation.
   
   Why are the changes needed?
   to make CI happy
   
   Install R linter dependencies and SparkR started to fail after devtools_2.4.4 was released.
   
   ```

   Configuration failed to find the fontconfig freetype2 library. Try installing:
    * deb: libfontconfig1-dev (Debian, Ubuntu, etc)
    * rpm: fontconfig-devel (Fedora, EPEL)
    * csw: fontconfig_dev (Solaris)
    * brew: freetype (OSX)
   it seems that libfontconfig1-dev is needed now.

   Confirm that ubuntu do a update on libfreetype `libfreetype-dev_2.10.1-2ubuntu0.1_amd64.deb` to `libfreetype-dev_2.10.1-2ubuntu0.2_amd64.deb`
