   I have been looking at this with the goal of supporting #3220.  This is not quite what we need for #3220.  In this PR there were code reorganizations that were prerequisites to making the cache changes.  I am going to do those reorganizations of Scanner, BatchScanner, and ThriftScanner in their own PR, then do the needed cache changes for #3220 in its own PR.  Will leave this PR open and unmerged for now until the new PRs are done.
