解决方案： 在升级重启时，让ConfigNode的执行计划都落盘。

从master回合两个共识相关配置，并修改默认值

# trigger a snapshot when snapshot_trigger_threshold logs are written
# config_node_ratis_snapshot_trigger_threshold = 1

# preserve certain logs when take snapshot and purge
# config_node_ratis_preserve_logs_num_when_purge = 0
