The attached patch extends upon SOLR-1992 by extending the test coverage to compare explain plans. It also contains the fix for enabling use of ExactStatsCache information during the debug phase and generation of explain plans.

The patch is against the 5.x branch and built upon the patch with SOLR-1992 but should be straightforward to apply to the master.
