[users@httpd] Rewrite rule for Apache1.3, Mandrake9.1

I am using Mandrake 9.1 with apache 1.3, i have
implemented the below listed rewrite condition and it
does't work. I have updated this rule in
commonhttpd.conf, httpd.conf, httpd-perl.conf,
vhosts.conf but it doesn't work. can any one please
help me to identify what is wrong. I used the same
settings in Redhat 9.0 apache 2.0 and it works fine.

RewriteEngine on
RewriteCond %{HTTP_REFERER} !^$
RewriteCond %{HTTP_REFERER}
!^http://(www\.)?website.com/.*$ [NC]
RewriteRule \.(mp3|m3u)$
http://www.website.com/copy.html [R,L]
