I really don't have idea but GitHub won't accept some label texts via import API.

Or... we can just skip these labels with a warning message, then manually attach them after migration from GitHub web GUI.

@mikemccand I have no idea why but it seems we cannot preserve all jira labels as-is. Would the tweaks be okay?

I decided to take this approach. #84.
There are about 20 issues with such error-causing labels. It'd be possible to manually recover these labels afterward.
