OODT 0.11 Released

Hi,

The OODT PMC is proud to announce the release of Apache OODT 0.11.

OODT 0.11 includes 87 resolved Jira issues, highlights include:

   - A major refactoring of the core code after integration into Apache
   SonarQube and Atlassian Clover to help clean up the existing codebase.
   - Fixed inability to remove files from the repository
   - Improvements for better DRAT integration
