I think it's because MSYS2 updates its LLVM version to 15.0.0 a few days ago ([https://github.com/msys2/MINGW-packages/commit/babbba3822e209de5dc3faec5a38f9f3dda8a266)] and arrow doesn't accept LLVM 15 yet. I'll submit a PR to fix this.
