Addition of getNamespacePrefix(const AxisChar* pNamespace, bool& blnIsNewPrefix) to IWrapperSoapSerializer and IWrapperSoapSerializerC interfaces.

Exploitation of this added to org.apache.axis.wsdl.wsdl2ws.cpp.BeanParamWriter
