New jakarta-tablibs build committed

I have finished my overhaul of the jakarta-taglibs build process.
This includes updating all the text readem files in the source distribution
and the http://jakarta.apache.org/taglibs/ web site documentation.  You
might want to take a look at these documents:

The build process for building all the taglibs has changed.
This is documented in sourcedist.html.  You need to copy
the build.properties.sample to build.properties, then edit
build.properties to configure the jar file path properties.
build.sh and build.bat have been removed, the build is now
done by starting ant from the shell.  Also the build and
dist directories now get created in teh jakarta-taglibs
directory itself.

I have made the build process backward compatible, but I had
to make some minor changes to the individual tag libraries.

I'll post some separate emails on how to convert over existing
taglibs to use some of the new features of the build system.

Please take a few mintues to review the new documentation and
build process and post any comments or suggestions to the list.

Next on the list is getting ready to do official releases of
individual taglibs if enough committers are up for it.  I will
volunteer to act as the release manager.
