[RESULT][VOTE] Graduation of Apache Groovy from the incubator

Guillaume is busy presenting Groovy talks at JavaOne so he asked me to
summarise the vote results.

I am happy to announce that the PPMC vote to graduate Groovy from the
incubator has passed with 10 binding +1 votes, 2 non-binding +1 votes
and no other votes.

Binding votes: Guillaume Laforge, Cédric Champeau, Paul King, Emmanuel
Lécharny, Bertrand Delacretaz, Andrew Bayer, Jochen Theodorou, Jim
Jagielski, Pascal Schumacher, Konstantin Boudnik
Non-binding votes: Russel Winder, Guillaume Alleon

There was also some minor rewording done for the Graduation Resolution
for the board. The revised version is included below for completeness.

Andrew Bayer and Konstantin Boudnik (two of our mentors) have
indicated their willingness to assist the PMC (at least in our early
stages). I have taken the liberty of adding both your names to the PMC
list but please let us know if you want to keep the arrangement less
formal without official PMC duties - we'd love to have you officially
on-board but we'll fully understand if your existing commitments might
dictate an informal role at this point in time.

Establish the Apache Groovy Top-Level Project

WHEREAS, the Board of Directors deems it to be in the best interests
of the Foundation and consistent with the Foundation's purpose to
establish a Project Management Committee charged with the evolution
and maintenance of the Groovy programming language,

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache Groovy Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

RESOLVED, that the Apache Groovy Project be and hereby is responsible
for the evolution and maintenance of the Groovy programming language;
and be it further

RESOLVED, that the office of "Vice President, Apache Groovy" be and
hereby is created, the person holding such office to serve at the
direction of the Board of Directors as the chair of the Apache Groovy
Project, and to have primary responsibility for management of the
projects within the scope of responsibility of the Apache Groovy
Project; and be it further

RESOLVED, that the persons listed immediately below be and hereby are
appointed to serve as the initial members of the Apache Groovy Project
PMC:

hereafter discharged.

According to 
http://incubator.apache.org/guides/graduation.html#ipmc-top-level-recommendation 
a vote on general@incubator.apache.org is the next step. I guess we are 
ready? Who will start the vote?
