   Drops the test-scope `org.mortbay.jetty:jetty:6.1.26` dependency, option 2 from #652. `ProjectInfoReportUtilsTest` now serves `target/classes` from `com.sun.net.httpserver.HttpServer`, with `HttpsServer` on the key pair `keytool-maven-plugin` already generates and `BasicAuthenticator` for the auth cases, so the same four scenarios run without any third-party server. `realm.properties` goes with Jetty; the only user it defined is the `admin` the test already stubs into `Settings`. Closes #652.
   
   Verified: `mvn verify -Dtest=ProjectInfoReportUtilsTest` under JDK 21 with `maven.compiler.release=8` → 2 tests pass.
