Broken Jenkins build

Hi,

The build on Jenkins is currently broken due to Apache RAT violations.
I fixed the phoenix-specific ones in PHOENIX-925, but rat is still
generating license errors due to a number of files in the checked-out
version of HBase trunk.

Although I can't see the exact build configuration, I think it will be
sufficient to just remove the HBase source repo before building
phoenix in the build plan. Can someone with the necessary config
authorization on Jenkins take a look?
