### What happened + What you expected to happen
When the EC exits, it should clear the information in the Manager immediately. When it is judged that the status is not Shutdown, it should initiate the cleanup. It should not rely on the Manager monitor to clean up. This cleanup is not timely enough.
EC 退出应该及立即清理在Manager的信息，当判断状态未Shutdown后就应该发起清理，不应该依赖Manager monitor来进行清理，这个清理不够及时
