   I was thinking a bit about this and the downgrade path and I realized that we never remove the topic ID from the state. I think this is ok because a downgrade will no longer use topic IDs in the fetch request (even if they are present) due to the replication path being gated on ibp. 
   
   I think we are ok with this approach but just wanted to mention.
