New Struts file upload handler

Starting with the next nightly build (20020728), a new multipart request
handler is included in Struts which fixes the known issues with the original
handler. The new handler is now the default handler, so you do not have to
make any changes to your application to use it.

If you use the file upload capabilities in Struts, please download the
nightly build and try this new handler with your applications. We'd like to
hear positive feedback, as well as hear of any problems you encounter, so
that we get a good feel for how well the new handler is working, and how
many people are using it.
